Combine lime juice, orange juice, oil, TABASCO® Sauce, lime peel, chili powder, cumin, salt and garlic in large bowl. Add chicken; turn to coat well. Refrigerate at least 1 hour or overnight, turning occasionally.
Preheat oven to 425ºF.
Bake chicken about 30 minutes, turning once. Cook until thermometer inserted into thickest part of chicken registers 180ºF.
Meanwhile, in a small saucepan, heat remaining marinade to a boil. Boil until slightly reduced, about 3 minutes. Serve mixture with chicken.
For relish, toss all ingredients in small bowl to mix well. Spoon on top or to side of chicken.
